The MATAHATI Program, or “Promoting a Humanistic, Adaptive, Resilient, and Inclusive Kupang Regency,” is a pilot initiative implemented in Phase I from 2023 to 2026. The program aims to foster an enabling environment that supports the fulfillment of rights and access to basic services for marginalized groups and persons with disabilities in Kupang Regency. Its specific objective is to strengthen community resilience in the intervention areas, including persons with and without disabilities, as well as village governments and the Kupang Regency Government. The MATAHATI Program is implemented through a consortium led by CBM Global Indonesia, in collaboration with five partner organizations: Bengkel APPeK, Yayasan Tanpa Batas (YTB), Yayasan Jaringan Peduli Masyarakat (JPM), Yayasan Penguatan Lingkar Belajar Komunitas Lokal (PIKUL), and the Disability Advocacy Movement for Inclusive Transformation in NTT (Garamin NTT). The consortium aims to contribute to achieving a Resilient and Inclusive Kupang Regency by 2032. Within the program, each partner organization leads a specific thematic focus, with Yayasan Jaringan Peduli Masyarakat (JPM) focusing on mental health to support the realization of a resilient and inclusive Kupang Regency for persons with psychosocial disabilities. JPM’s interventions include support for basic mental health services at the Primary Health Care (Puskesmas) level, stigma reduction, and economic and social empowerment of people with mental health conditions and psychosocial disabilities as part of community-based mental health services. To achieve these outcomes, the program promotes the creation of supportive environments and inclusive policies that enable decent livelihoods for persons with psychosocial disabilities by increasing knowledge and awareness among families, communities, and stakeholders, strengthening entrepreneurial capacity of persons with psychosocial disabilities, advocating for inclusive mental health policies, and enhancing the capacity of partner organizations in project implementation. JPM will implement the program across 12 villages in 6 sub-districts and 7 Primary Health Care Centers (Puskesmas) in Kupang Regency, namely Amfoang Barat Daya (Bioba Baru Taen and Letkole Villages), Amfoang Tengah (Fatumonas and Bitobe Villages), Amfoang Selatan (Leloboko and Oelbani Villages), Amarasi (Oesena and Oenoni II Villages), Kupang Timur (Oelatimo and Tuapukan Villages), and Kupang Tengah (Oelpuah and Oelnasi Villages), as well as the Puskesmas of Lelogama, Fatumonas, Menubelon, Oekabiti, Naibonat, Oesao, and Tarus. In implementing the MATAHATI Program, JPM emphasizes inclusive participation and collaboration among families, communities, local organizations, and key stakeholders—including government institutions, local health service providers, and civil society organizations—at all levels, ensuring active engagement in planning, implementation, monitoring, evaluation, and decision-making processes so that the program remains relevant, sustainable, and community-owned.
